The two regimes do not match field-for-field. For blacktip specifically the federal and Florida state rules conflict on the one figure anglers care most about: NOAA's current federal recreational rule sets a 54 in fork-length minimum on blacktip (grouped with hammerhead, bull, lemon, nurse, spinner, tiger, blacknose, finetooth, blue, porbeagle, and thresher at 1 shark per vessel per trip), while FWC's state-waters rule places blacktip in its Group 1 with NO minimum size, inside a 1-shark-per-person-per-day, 2-per-vessel bag. A fish legal to keep in Florida state waters on size could be an illegal undersized fish the moment the same boat is in the federal EEZ. Vessel anglers need a federal HMS Angling or Charterboat/Headboat permit plus a shark endorsement (an online ID and regulation course) to retain any shark in federal waters; shore-based anglers in Florida need a separate, no-cost annual FWC Shore-Based Shark Fishing permit and its own online course instead, plus non-offset non-stainless circle hooks, a hook/leader-cutting device, and no chumming from the beach. These are two different permits for two different contexts, not one rule set. Telling it apart

Identification

Dark gray, bluish-gray, or dusky bronze above, white below, with a pale flank band and black-marked dorsal, pectoral, and lower caudal fins (anal fin white).

What to look at

  • First dorsal fin is tall and narrows to a pointed apex, originating over or just behind the insertion of the pectoral fins, with a moderately long free rear tip (NOAA fin ID guide and NOAA tagging-program ID guide).
  • No interdorsal ridge — a flat back between the two dorsal fins. This rules out sandbar, bignose, and silky shark, which all have a raised interdorsal ridge.
  • Black tips mark the first and second dorsal fins, the pectoral fins, and the lower caudal lobe, but the ANAL FIN IS WHITE / UNMARKED. This is the single most reliable field mark separating blacktip from spinner shark, whose anal fin is black-tipped.
  • A light wedge- or Z-shaped band runs along the flank, widening toward the rear, above a white belly.
  • Snout is rounded and moderately long, in contrast to the more sharply pointed snout of spinner shark.
  • Fin-tip black coloration fades or can be nearly absent on large, older adults — do not rely on tip color alone at any size; check the anal fin and dorsal-fin shape together.

NOAA gives a typical adult length up to about 6-6.5 ft; an Australian stock assessment (a different regional population, cited for context only) records a maximum of 265 cm (about 8.7 ft), which should not be read onto the western Atlantic/Gulf stock.

What it gets confused with

Spinner shark
NOAA's own tagging-program guide calls this the most difficult pair to separate. Spinner shark has a BLACK-TIPPED anal fin (blacktip's is white); a shorter, more rounded first-dorsal apex with a shorter free rear tip set further back, roughly over or just behind the pectoral fins' free rear tips (blacktip's taller, more pointed dorsal sits further forward, over the pectoral insertion); a more sharply pointed snout at least as long as the mouth is wide; and pectoral fins marked with black on both surfaces (blacktip shows black mainly on the underside). Fin-tip color fades on large fish in both species, so lead with the anal fin and dorsal-fin shape/position, not tip color.
Sandbar shark (Carcharhinus plumbeus)
Federally and Florida-state PROHIBITED — must be released without removing from the water. Distinguished by a pronounced interdorsal ridge (absent in blacktip) and a very tall, forward-set first dorsal fin. If an interdorsal ridge is present, treat the fish as a possible sandbar shark and release it.
Dusky shark (Carcharhinus obscurus)
Federally and Florida-state PROHIBITED. Has an interdorsal ridge (blacktip lacks one) and a heavier, more robust body with generally unmarked fins.
Bull shark (Carcharhinus leucas)
Open under the same federal 54 in / 1-per-vessel grouping as blacktip, so not a legal-status risk, but worth separating: bull shark has a much stockier body, a short blunt rounded snout, small eyes, and a dorsal fin that slopes rearward with fins that are typically unmarked (NOAA tagging-program ID guide).
Finetooth shark (Carcharhinus isodon)
A smaller requiem shark, open under Florida's Group 1 (no minimum size), with unmarked fins — the absence of any black fin-tip marking separates it from blacktip at any size.
